Introduction: Studies published sources, reflecting the pattern of resource use by researchers that could be the basis for most libraries in order to used collection library material. This study is athe comparative study of citation behavior and Iranian and New Zealand journals of public health author’s group participation in DOAJ database between the years 2010 – 2012.Methods: The method in this study is a bibliometrics research with of using citation analysis and cross–sectional. In addition to that the co-authority method was used too. The research society was 10 journals regarding public health chosen from Iran and New Zealand. the date of the journals was like each other. The date was gathered through referring to database DOAJ and searching public health journals of Iran and New Zealand.23239 cites were chosen from those journals and it was done with the use of Excel and description statistics.Results: The results indicates Iran that with 9 of 4.10% in the fifth and New Zealand with magazine number 8 equals 3.65 percentage ranks sixth in the journals indexed in DOAJ database. Iran and New Zealand whit total of 850 citations of journal articles 78.7 present of Iran and 21.3% of New Zealanders have published articles with by 23, 239 citations from articles 77.5% of the country and a 5.22% of the New Zealand Journal of Iranian paper average 93.26 has been cited text. A total of 669 articles published from Iran, 4.9% of the articles without peer and 95.1 of the co-author of articles in the field of public health have been and a total of 181 articles published in New Zealand, 11.5% of the papers without peer and an 88.95% co-author of articles. The findings showed that collaboration index of Iran and New Zealand, respectively, for each degree, 4.40, and 3.93.Conclusion: Overall, the findings indicate that there is a cooperative involvement of a group of researchers in the field of public health and the country is New Zealand that in contrast to other studies conducted in different areas of the course the group contributions.

Introduction: Scientific communities have always been concerned about validity of OPEN-ACCESS articles. Given the challenges of quantitative citation analysis in evaluating scientific articles, content-based citation analysis, including opinion mining of citances, can bring about more transparent results about their validity. In view of this, the present study compared the opinions contained in citances about OPEN-ACCESS and non-OPEN-ACCESS articles. Methods: We used a quantitative content analysis method with citation and opinion analysis approaches. The citances, bibliographic, and bibliometric data were extracted from Colil and PubMed databases. Opinion scores were assigned to the citances through SentiWords. After processing the titles, abstracts, and citances, Cosine similarity of Term Frequency-Inverse Document Frequency (TF-IDF) values were calculated. The OPEN-ACCESS and non-OPEN-ACCESS articles were then paired by their similarities in abstracts, titles, and citances. The data were analyzed using Friedman test and Spearman correlation. Results: There was no significant difference between the OPEN-ACCESS and non-OPEN-ACCESS articles in terms of their opinion scores, despite a significant difference in citation advantages. The pairs’ citance and textual similarities had no significant correlation with their opinion distance. Conclusion: Although the OPEN-ACCESS studies had citation advantage over their similar non-OPEN-ACCESS peers, they showed no significant opinion distance. Besides, similar texts did not necessarily follow the same opinion patterns. Consequently, to complete the results of quantitative citation analysis, the content-based citation analysis is emphasized.

In a new de-regulated power industry, the Independent System Operator (ISO) provides OPEN ACCESS; to transmission System; for all existing transactions. For a reliable operation, ISO is also responsible for providing ancillary services one of which is reactive power requirement. In this paper a new reactive power pricing strategy for an OPEN ACCESS environment is proposed in which by using Fair resource allocation concept, initially, each transaction consumption of the generation of each reactive power resource is determined. The costs, namely investment and operational are then calculated.

This paper addresses a new concept for optimizing the power flow in a multilateral OPEN ACCESS power system. Using a full AC power flow in this optimization permits the system operator to determine the optimum feasible system operating point based on predefined transactions and contracts Introduction of fuzzy constraints to contracts for difference will increase the system flexibility to face with changes in operating conditions. The proposed approach is tested on IEEE RTS 24-bus network with satisfactory results.
